Manila crew happy right after the vote

It has already been reported that the council voted for Manila to host the WUDC after Botswana.

Here are some other limited notes, and my apologies for these being rather incomplete:

• Botswana's report was accepted, including a slight rise in fees to cover bringing in more good judges.
• A proposal to raise the number of teams in the break was narrowly defeated.
• Efforts to change ESL/EFL procedures were slightly amended.
• Sam Greenland of Sydney was elected new president of the council.
